　　[摘要]本文审视了中国西北地区在资源禀赋有限、生态环境脆弱、资金和人才资源不足条件下的城镇化发展路径，配合十八大提出的全面推动新型城镇化建设和建立“一带一路”的国家政策战略，提出西北地区城镇化战略的新思考。论文讨论了不同城市理论对城镇化的理解，强调被理论界忽略的“城市组织功能”理论视角在城镇化战略分析方面的重要性，并从这个视角出发，考察了西北区域经济发展不平衡、差距明显、问题众多、发展动力和要素迥异的情况,作者认为：西北发展战略应该认真考虑城市功能和西北地区的特有环境和发展条件，用城乡分治的方法，凸显各自的主体工作目标。战略上强调人才引领、公共资源推动、基础设施优先、生态保护和建设为原则、差异化产业结构、建设开放外向的循环和流通系统的战略路径。在发展过程中，高度意识到城市化和乡镇建设的区别，阶梯性和差异性地构建中国西北的城镇群和城镇结构，使之成为全国城镇群中远离喧嚣、具有西北文化和地域特点、外对亚欧、内联祖国腹地、闪烁在新丝绸之路经济带的璀璨明珠和生态基地。

A Discussion on the Road to Urbanization in Northwest China

　　[Abstract] Against China's current drive for urbanization, the article reviewed the conditions of limited natural resources,weak ecological environment and serious lack of talents and resources in Northwest China and argued that in order to let north western China make its breakthrough, we need new thinking, new theory and new strategies to be in place. Rather than going with the current call for urban-rural integral development, the authors observe that in these areas, rural and urban management needs to be conducted on separate tracks and priority for modernization of the rural sector should be given to the development of towns and urban centers that serve the development of rural sector. This effort can prevent cities from sucking valuable resources away from rural areas for higher investment returns and ensure that rural development precedes urban center development.
