[摘要]发达国家逐步把“准备”作为突发事件应对中的基础性、前导性政策，同时，注重链式准备政策的应用，积极开发并应用风险防范的政策性工具。对于中国而言，应把突发事件准备工作作为一项国家的重要策略，既要注意加强链式准备政策设计在突发事件风险防治政策体系中的作用，又要注意增强全社会应对突发事件的整体协力和抗逆力，进而促进综合安全治理体系的优化。

The Tendency of Risk Prevention and Control Policy for Emergencies in Developed Countries

[Abstract]Developed countries gradually treat the preparedness policy as the basic and leading content of the emergency management policies, focusing on the application of the chain preparedness policy and vigorously promoting the risk management policy tools. For China, the incidents should be ready to work for an important and leading strategy in the country, and it is necessary to pay attention to strengthening the “chain of preparedness policy ”. China should refer to the similar emergencies system design, and enhance the synergies and resilience of the whole society, and promote the regional and international policy adjustment so that the optimization of their comprehensive safety and security management system could be gained perfectly.
